I rooted my Samsung Galaxy Tab 2 7.0 today to be able to change the region of the Google Play Store with Market Enabler and DroidVPN like described here:

It didnt work - i even changed the Google Play Store version to the one mentioned.
Also I have tried the Fake Location + Psiphon method too like described here and failed:

I tried HotSpot Shield VPN & Proxy also like in the previous link mentioned but that didnt work also.
I read that I would need a Austrian credit card and billing address for the region of the Play Store to change so that i can buy all german books - is that true?
I was burn in Austria and lived most of my life there but now I live in Finland. Next summer I go there for vacation and could get an bank account and card.
